In this golden autumn, the First Zhengzhou International Urban Design Conference is held in Zhengdong New District, Zhengzhou City, Henan Province, from 18th to 21st September, 2018. Nearly 3,000 experts, scholars and other participants from all over the world are attending this great event to have a high level academic discussion on the leading-edge global urban design development theories as well as China urban design development and professional practice. By discussion among the participants, Zhengdong Consensus on Urban Design was basically reached, which with Chinese characteristics and includes the consensus from the following five perspectives:
I. TENET: INSISTING ON THE DEVELOPMENT TENET OF CITIES FOR ALL
The urban design is a professional field that focuses on the quality of urban human habitat environment and space creation in cities. A city designed for all should involve the idea of more comfortable life for the people, shown on every single detail. In this way, people’s public interests and demands in the city, city’s property, publicity and identity can be represented. The urban design should create a diversified and abundant urban space filled with vitality, provides sufficient, complete and convenient public service facilities for the public, and creates a beautiful, orderly and poetic homeland.
II. METHODOLOGY: FOCUSING ON THE OVERALL VISION OF INTEGRATED DESIGN
The methodology of urban design is formed with urban integrated cognition, element wide connection and space dynamic evolvement, requiring an overall and systematic vision. From the perspective of discipline and industry, the urban design can function as a common platform for architectural design, urban and rural planning, landscaping design and other professional designs, which is highly likely to create a comprehensive discipline; from the perspective of construction and operation, urban design can make breakthrough in the existing segmentation of the current management system, actively promote coordination and innovation among different planning phrases, different professional practice and different management departments, and becomes a tool implementing public polices, forming an implementing mechanism combined by two basic systems--government management and market regulation; from the perspective of participants with related interests, the urban design can enhance the involvement of the public, government and social all circles, build up a platform of interest sharing and mutual communication, and form an urban design evaluation standard of integrated elements such as economic value, space structure, humanistic care, cultural value and ecological benefit.
III. PRACTICE: ADVOCATING DIVERSIFIED PRACTICE IN REALIZING BEAUTIFUL HUMAN HABITAT
Urban design, proposing active exploration in cultural inherit, green development, science and technology innovation, is a dynamic practicing process. In this sense, urban design should protect urban historical and cultural heritages like cherishing its own life, drawing on the experience of traditional urban operation and local cultural genes, so that nostalgia is preserved and memorized in social vicissitudes, while culture is inherited and continued in design practice. Urban design, where nature is beauty, involving good mountains, good water and good view into the city, should be expanded in the wider urbanization process of urban and rural integration and regional development. Development philosophy, and sustainable technological application becomes an integrated part of design practice. Urban design demonstrates forward-looking conceptions and technologies, with broad application of healthy, shared and intelligent construction conceptions and various emerging technologies.
IV. EDUCATION: URGENTLY REQUIRING FUSED CROSS-BORDER DISCIPLINE CONSTRUTION AND TALENTS
Urban design urgently requires the discipline construction of multi-discipline fusion, as well as urban design talents who possess cross-profession knowledge, ability and accomplishment; urban design requires a large number of architectural, planning, landscaping, economics, geography and social talents with urban design professional knowledge; urban design requires plenty of architecture schools, teachers and professional textbooks that are related to urban design education; urban design also requires urban management talents with certain urban design professional knowledge; urban design requires specific talents to advocate the concept of urban design in the entire industry and the whole society even more.
V. MISSION: GREETING THE HISTORIC OPPORTUNITY AND GLORIOUS MISSION ENDOWED BY THE NEW TIMES
Nowadays, urban construction in China has entered into a new era, with policy orientation, industrial integration and construction transformation becoming brand new tasks for urban design. The development objective of “Beautiful China” has brought about unprecedented development opportunities to urban design; nevertheless, “The Contradiction between the Growing Needs of the People for Good Life and the Unbalanced and Inadequate Development” has also brought about great challenges to urban design. Urban design and urban planning are the same, planning science bringing maximum benefit, planning error causing greatest waste, and planning self-inflicted setback is the biggest taboo. We should seize this historic opportunity, rise to the unprecedented challenges, confront the tasks of the times and bring up the China proposal.
